Guadalupe Plaza Food Park

The City of Roma will be allowing self-contained food trucks to park at the Guadalupe Plaza for a fee. The City has partnered with the Roma Economic Development Corporation in making improvements to the Plaza as apart of a larger rehabilitation project. Four food truck pads (20'x10') will be available starting in August 2021. The City is now accepting applications from vendors.

Food Truck Rules and Regulations

  • Each mobile food vendor must complete an application.  Completion of application does not guarantee selection.  
  • Food truck must comply with all City Ordinance and permitting requirements before obtaining a Certificate of Occupancy. The following permits are required before getting a Certificate of Occupancy:
    • Mobile Food Vendor Permit. This permit is obtained through the City of Roma Planning Department and requires inspection by Roma Fire Marshal.
    • Health Permit. This application must be submitted to and approved by the City of Roma.
    • Sales and Use Tax Certificate from the Texas Comptrollers Office.
  • Mobile food vendors must provide a copy of Certificate of Insurance showing proof of liability coverage. Coverage must include a minimum of $1,000,000 general liability & products completed. City of Roma must be listed as ‘additional insured’ through reservation date(s).
  • All mobile food vendors operating within Guadalupe Plaza must be self-contained. The City will not provide electricity, water, or wastewater disposal.  Generators should operate under a reasonable noise level.
  • Vendors are required to bring their own garbage containers for their work area. Do not pour grease, oil, dirty water, food debris, hot coals, or other waste on the ground, in public trash containers, or down street sewer pipes. It is the responsibility of each vendor to handle their waste in a proper manner.
  • Vendors will be required to be operating on the property for a minimum of 3 days a week between Thursday – Saturday. Trucks can remain on site on closed days.
  • Trucks/Trailers must be neat and keep adjacent areas clean.
  • Trucks/Trailers must be parked on designated area with customer window facing inward toward the Guadalupe Plaza. “Drive-thru” pick up is prohibited.
  • Vendors are only authorized to sell food items permitted by the City of Roma.
  • City of Roma staff reserve the right to inspect vendors at any time.
  • City of Roma will not be responsible for damage to personal property.
  • City of Roma will provide a common patio seating area for approximately 50 people.
  • Any vendor failing to meet all the requirements and regulations shall be subject to removal from Guadalupe Plaza Food Park.
  • Rental Rates are $100/month for the first six months.
  • City of Roma reserves the right to bring additional vendors for community events held at the Guadalupe Plaza.
