The City of Roma, Texas is requesting proposals from qualified firms to conduct a comprehensive Rate Study for its municipal water and wastewater systems. This study will inform the City’s financial planning over the next five years, ensuring that service rates are aligned with projected operational needs, infrastructure investments, and regulatory obligations.
Purpose of the Study
The selected Rate Consultant will be responsible for:
- Developing a detailed financial plan with projected revenue requirements
- Conducting a multi-scenario rate analysis (optimistic, pessimistic, most likely)
- Creating a custom rate model for use by City staff
- Ensuring compliance with Texas Water Development Board (TWDB) funding requirements
- Supporting fair and equitable rate structures consistent with industry standards
This initiative is a critical step in maintaining the City’s long-term fiscal sustainability and infrastructure readiness.
Submission Deadline
Proposals must be submitted to the City no later than 4:00 PM (Central Standard Time) on July 11, 2025.
